Congressional legislation enacted in 2008 required the National Archives (USA) to submit a report to Congress on alternate models for Presidential archival depositories. There are three areas the report addressed :Reducing the financial burden on the Federal Government ;Improving the preservation of Presidential records, and Reducing the delay in public access to all Presidential records.
The report proposes 5 models for Congress' consideration. To read the 72page report see:http://www.archives.gov/presidential-libraries/reports/report-for-congress.pdf
